I thought police officers were required to pick up calls from the AG and Secretary of Homeland Security. Calls from the Secretary of Education or Agriculture were at the officer’s discretion.
You’re a cop. You have to answer those calls.

Why would the AG be trying to call Ruiz directly, instead of calling the mayor or the police chief and having them set things up?
