When I worked in UK political organisation, we were STRICTLY instructed always to refer to the “PROSPECTIVE parliamentary candidate” until the election was called, as leaving off the adjective could legally be construed as starting the campaign, and the day-to-day expenses of the party would then be counted as election expenditure, which are subject to strict limits.
