When I was a kid, we thought it was mean spirited that fast food places charged for water. What we didn’t know was that soft drink accounting was based on cups, not the actual drink: When a cup was used, a soft drink sale should be recorded.
Some places decided to carry “complimentary cups”, separate from the soft drink cups for customers who asked for water.
Eventually, someone realized that as long as soft drink accounting was based on cups, the restaurant could offer free refills.
