That’s a part of one of those old rotary phones. I used to use them growing up.
Looks like those are push buttons to me. Those rotary phones took for ever if you were in a hurry and if you’re in a hurry you made mistakes and had to redial. Show one to a kid nowadays they have no idea how to use it.
