They are reruns, sorta. The writer could no longer afford to hire artists for the strip, and so it went into reruns. He did, however, maintain the right to tweak the existing strips, and said at one point that originals might one day return.
Thanks, Michael, for the great explanation :-) And, you’re a great researcher, Phantom Plumber. The original seemed out of date to me since outdoor shopping villages are pretty commonplace, now.
It seemed to be the most popular crime in Iowa City in the 1980s, going by the police blotter in the newspaper, prompting someone to write a letter to the editor calling for public restrooms dowtown.
