All kidding aside, if you think about it on a certain level, harassment is something defined by the victim, not the actual action. My Dad worked in HR for a spell in civilian life and he told me once that roughly 80% of harassment cases that crossed his desk wasnt the ‘Meet me after work if you know what is good for your career’, but genuine interest on the part of one party….only the complainer never made it clear ‘not interested’. A shame to think a career could be ruined simply because someone couldnt simply say "No thanks, i am not interested.’ People SHOULD be entitled to a warning shot across the bow, not THROUGH the bow!
On the other hand, if after saying ‘no thanks’ once, it still persisted, per my Dad, THEN it got into harassment, and he took it very seriously….and terminated the offender with extreme prejudice….
If her getting a promotion is predicated on going out with him it IS sexual harassment. And “going out” could mean a lot of things. It may mean to her going out on a date with no sexual “favours” expected, to him it may mean a trip to his apartment and bed. But if a man asks a woman out (or vice versa) and she says no that is not sexual harassment as long as he’s willing to take no for an answer. It’s when they won’t take no for an answer that it becomes harassment.
A completely humorless woman, leading a mandatory sexual-harassment awareness workshop at my last place of employment, said to the wrong (or right, depending) boss: “It’s the office Christmas party. You, as a manager, greet the guests — the men with a handshake, the women with a kiss on the cheek. Is this inappropriate?” Burt replied “Not if you switch off from year to year.”

That, unfortunately is a real world situation. Studies have shown that people tend to feel harassed if the person asking is not good looking.

that’s what I have been saying for a long time. I think that there is more of that going on then men harassing women
