Actually, the umbrella would help if the detonation were far enough away.I noticed one time that even a sheet of newspaper can stop the radiation from a fireplace – unless you are so close the paper ignites.
Don’t forget about the Neutron Bomb, it has a minimal dispersion radius of about a mile and kills people but leaves the stronger, reinforced buildings standing…

“Duck and Cover” was developed from the studies on injury patterns.It did no good in the zone of total destruction, or the next ring of massive damage, but could help further away.Most importantly, from a military view point, it traded “flash blindness” injuries, which required long term care, for first and second degree burns, which required much less care. (If someone received large area third degree burns from the flash, they almost certainly also received enough high energy radiation to cause death in a few days. Hit them with an OD of morphine, and report they died from “shock”.)
