An alternative loophole would be to hold the leash yourself, as the pets of Housepets! do occasionally.

My parents used to have a dog who hated having somebody hold her leash. And she was extremely well-trained, and had no real need for a leash. But rules were rules… so my parents clipped a leash to her collar, and then put the other end of it in the dog’s mouth, and she trotted along at their side, faithfully never going more than a couple of feet away.

Nobody could complain that the dog wasn’t on a leash, because she was most definitely on a leash… and there was nothing about where the other end should be.

I honestly think that in this world there are some people who need to be on a leash more than any dog! :-)

Dogs are just good boys. :D
