Well, well, well. In looking up “fuss-budget” to make sure I knew what it meant I find that it’s actually fussbudget. Looks like Sparky missed one.

A complete nuisance to everybody and absolutely proud of it to boot – what keeps her from becoming a politician?

If she had made a fuss about it, she would have gone over budget.
