The chalkstick isn’t used with meters that I know of, but it is sometimes used to patrol unmetered short term parking (loading/unloading) areas. E.g., in a 10-minute zone, you chalk the car, and if it’s still there in 10 minutes it’s ticket time.
That sounds like a good way to handle salesmen (but I’ll generally set a much shorter time limit), but a poor way to get to a second date…
