I think it means that they don’t care, not that they DO approve. Although probably the minority that approves is Rat.

Wow… WHO could have predicted this?! I tire of the same joke over and over. Other repeat punchlines like the Charlie Brown kicking the football gag have creative new punchlines, unlike the monotonous exact same outcome.
