Actually the Bill of Rights was written as a reaction/rebuke to the laws and rules imposed by the British during the Colonial period. You did have freedom of religion, but if you were not a member of the C of E you could not hold a government job, often soldiers were billeted in private homes at the cost of the homeowner, and search and seizure took place quite often, along with forcing confessions and self incriminating testimony. And don’t tell me thumbscrews and other tortures were not inhumane or cruel. Mr Jefferson was one of more than a few signers of the Declaration of Independence who refused to sign the Constitution without it.
