I think it refers to Public Display of Affection. Pluggers would not be messing with anything digital for assistance.
For a plugger it would be more of a Personal Digital Aggervator.
In the 70s, it meant Public Display of Affection.
I’m pretty sure nobody uses it for anything except public display of affection anymore. PDAs are old news.
