It’s actually based from a painting by Norman Rockwall called Gossip. There have been lots of parodies of it, including Bechdel’s, and Woot did a zombie version of it for a Halloween shirt.
Circuit, dogs get their information (gossip) about each other by sniffing butts. In the Rockwell painting, which I linked above, the first woman is telling something juicy, and at the end, the man she was evidently gossiping about is yelling at her, since the gossip about him got back around and he knows she told. She has clearly betrayed him. Poncho’s butt has revealed something about him, so he’s yelling at it.

Obviously Rockwell inspired, but in this case Poncho might be upset that he is the only one with a tail not attached to his body.
