For passive resistance to work he has to be in an environment where it’ll work. Simply a golf term for the need to use the correct club (or tool) or as a handiman would say “to succeed you have to have the right tool for the right job”. Ghandi was the “father” of India, freeing India from 150 yrs of being a colony of England. His use of passive resistance worked because he knew when & how to apply it. Using the name Ghandi was a minor insult. Or major depending on one’s point of view.
“Can’t” is a bit strong. As long as you don’t ground the club (http://www.leaderboard.com/GLOSSARY_GROUNDING), using a putter, or any other club in your bag, to strike the ball in a sand trap is perfectly legal, but most use a sand wedge, the club designed for that purpose.
You may use any club, any time, anywhere, but you can’t ground your club in any hazard. There are no rules about which club you have to use in any situation.
