I don’t get it. Ok, deconstructing this: 1) Poncho knew cause he put the tar there; 2) Targor is some sci-fi barbarian ala Conan that Poo Poo channels every so often; 3) … yeah, I still don’t get it.

Of course, post-tar Poo Poo gets shaved bald, which also makes him unhappy.

What in tarnation drives this fellow to such mischief?
