Actually, this issue came up in LUCIFER’S HAMMER, by Larry Niven and Jerry Pournelle. A comet hits several places on Earth, and most of civilization is badly battered. An enclave of farmers and various city-dwellers take refuge in a mountain stronghold, and supplies are tight. .There are some refugees turned away because their skills are not needed. But t turns out that several good accountants are necessary to organize available materials, personnel, and various survival projects. Also needed are medical people, chemists, engineers, army and security people, and of course skilled trades such as carpenters, plumbers, and machinists.
