    When I had the hiccups one time, a woman told me to “Hiccup in my hand!” and put her hand under my mouth. I couldn’t do it. Putting me on the spot like that in front of other people changed my breathing or something.

    Yes, there is a use for hiccups. They exercise the baby’s diaphragm before birth.

    If you seriously want to know how to talk to a City Council, here’s a start. I’ve been attending meetings and speaking for the last several years, and have observed what works and what does not:

    “Practical Politics #1: How Not to Appeal to a Council”

    The gentleman had a good case, but conducted his appeal badly, and lost. Unknowingly causing offense is as bad as offending on purpose. An appeal to the Grants Pass City Council, 7-21-2010.
