Saying what you are planning to do, but not succeeding in doing it, does not make something a “lie”. Particularly when your opponents pulled out all of the stops (including many dirty tricks) to try and prevent you from accomplishing your plans.
Trumps “lies” are mostly directionally true. Which means he boasts and brags to exaggerate the point that he is trying to make. However, Biden tells fictitious whoppers all of the time, and is rarely challenged or fact-checked on them.
