The negotiations dragged on to wind up the war and the German admiral got antsy and ordered the fleet scuttled. German seaman had spent the nine months preparing the ships to go under so it went fairly smoothly.
Even so the Brits saved about 12 ships right off the bat and over the years pulled many out for scrap metal.
In spite of the movie version, there were no Americans involved in the great escape by the way. The actual digging was done mostly by Canadian airmen who had been miners.
