Puppy breath is actually known for smelling good; if a puppy has bad breath they have either eaten something foul (cat poop, etc) or they have a health issue—kidney issues, GI issues, etc, can cause bad breath in a dog. At that age they don’t have enough tartar and such to cause accumulated bad breath.
