    I think I got the joke. $15 in the late 19th century would be worth about $600 today when adjusted for inflation. With a family’s monthly groceries costing in this range, my local supermarket’s cashier hardly blinks at approving $600.

    My guess is that this scene is set in the 19th century (suggested by the TV western-style garb), when $15.00 was considered a lot of money. The joke is that the teller needs approval for an amount that seems trivial by today’s standards.
