The NFHS (National Federation of High Schools) adopted a new rule in 2017: Rule 4, Section 2, Article 2, Subset l states: “The ball becomes dead and the down is ended when a prosthetic limb comes completely off the runner.” The word “runner” specifically refers to the player carrying the ball.
Actually, yes there is. The National Federation of High Schools (NFHS) 2016 Football Rules Book states in Rule 9, Section 10, Article 1: “A player or nonplayer or persons not subject to the rules shall not hinder play by an unfair act which has no specific rule coverage.” Also, Article 5 states: “Neither team shall commit any act which, in the opinion of the referee, tends to make a travesty of the game.”
