Part of the reason for shifts has to do with the number of busses available and the population size of the school district. Traffic flow and other variables also factor in. Staggering start times makes the system work better overall. Also high schools tend to start early so they let out early for kids that have afterschool jobs. Very complex
Parents setting a good example by making their kids go (up to a certain age/maturity level) is a good thing. A podcast I listened to recently talked about the biggest thing driving the decline in church attendance and religious practice is children not growing up in a home where parents engage in frequent religious practices. Because of this, children are leaving the faith at a younger and younger age.
