    It didn’t happen during the first (and hopefully only) term because 1) he didn’t think he a chance to win, so had nothing prepared, including a transition team and 2) he had people around him who respected the rule of law ( check out how many cabinet members were replaced). Doubt that would happen if he gets elected.
