The 1918 Influenza Outbreak started in American Military camps and spread like wildfire the Gov didnt recognize it was there until President Wilson got sick and Missed the Peace Conference in Versalles when he had a stroke related to the Disease and how he sent thousends of troops Infected in Transport ships spreading the Influenza to during the war and giving it to half our troops via close contact with Foriegn powers on the Battlefield transport ships even if we had a vaccine in 1918 for the Influenza the Gov would not have passed it out until mid 1919 as thats when the Gov stepped in to help Hospitals overrun with the Influenza
