Why are you so concerned with keeping your money from people who might need it? there are certainly people who game the system for their own benefit, but I would argue that it is overall better to tolerate the few gaming the system (and punish them if you get the opportunity) in order to help those who genuinely need it. do you want to see more people struggling to find a place to live or food to eat because they were tragically injured in an event they had no power over?
