Panel 2 is the most logical because you are moving your hand in a downward motion in order to get the TP to roll down. Panel 1 is the second best choice because at least you put the TP on the roller. Panel 3 is the worst choice because your wife will yell at you.
This is a repeat, so I will repeat my comment for the previous one. The middle way is correct for a fixed spindle, as it is easier to find the end of the paper. However, if it is on one of those spindles that swivels so that the paper is resting against the wall, the first way would be best. This is because if you use the middle way, and pull on the paper, it will bind against the wall. If you put it on the first way, then you can reach from the bottom and use your finger tips to turn the roll, and the paper will drop down the back (this way per Archie Bunker in All In The Family, telling ‘Meathead’ how to put the paper on the spindle).
According to the original patent, panel 2 is the proper way. And yes, there was a patent on TP roll dispensers. Back in the 1880’s, IIRC, maybe 1890’s.

If it is a tile wall, condensation will ruin the paper, so inside is out. If not, it really doesn’t matter so follow your own pigheaded preference.
