From my experience the DMV in South Carolina does an excellent job. They prescreen you on way in to be sure you have what you need and are sufficiently staffed to give you decent service after that.

I go early enough to wait until the doors open so I can get out in less than half an hour.

The ones in British Columbia would wait until any intelligent expression had faded and then take the picture. This also used up time.
