There are several reasons to use older 386/486 devices. The big one is the amount of time it takes in design and procurement; it takes several years and much expense to bring in a new design, then there’s the process of fabrication and qualification and pre- and post- testing. On top of that is the problems with software design and qualification. Use an older device and you’ll know how it’ll react to environmental changes—metalization voids, internal corrosion, whatever. The Russian spacecraft used tubes. Better resistance to cosmic rays and nuclear particles.
