There lot’s of homeless people in Vatican City. A devout Catholic I worked with got to go see the Pope. He said what he remembers most about Vatican City was that it smelled of stale urine and garlic.

Not everyone counts it, but there is another enclave in Rome that is even smaller—the Sovereign Order of the Knights of Malta. Population 1—the janitor (they rent out the upper floor of the building). All the other citizens live abroad.
(I know it sounds ridiculous, and, as I say, not everyone counts it, but it’s not a joke, and it’s not plain old loonies—there is a legitimate history going back to the middle ages.)
