i’m sure it has something to do with wet dog smell…
I know “squirt the dog” is a pun or double entendre, so I got that far. What it means, however, eludes me. Would someone please clarify it for me? Thanks.

of course squirt the owner. the owner is responsible for dogs behavior. logical to me.
He was just dampening the neighbor’s enthusiasm for owning a dog.
The “him” being referred to is not the dog, it was the neighbor(owner of the dog).
Male person = him, dog = it. No problem, your honor.
