These safety regulations have gone too far.
Actually they could use that, I had a small koi pond in my back yard and every year I would have to fish out 3 or 4 young birds that drowned in it.

You just do not know how expensive a sixth grade education is. And then seventh grade through ninth, or tenth grade through 12th. Risk averse protects investments.
