When Smokey said “Only you can prevent forest fires,” he meant you personally. You, and only you. Why are you sitting around reading internet comics when you’re the only one who can prevent forest fires?! No wonder there are so many! You’re doing a horrible job of it.

A simple edit would have made it work: “You can’t just dictate who can prevent forest fires.”
