The salary cap is just something that seems to be “kicked down the road” by certain clubs (Tampa and New Orleans come to mind over the past 3 or 4 seasons). Also, what stops someone like Jerry Jones from simply leaving a significant amount of coin in accounts offshore for players to collect while staying under the cap? It seems like it would be difficult to prove or enforce violations of the salary cap if teams did pay “under the table” or in the Grand Cayman"…. I am going to guess one problem could be with the IRS as this could be construed as unreported income by some and thus tax evasion but then again it seems like lots of businesses, conglomerates and the uber-rich do this quite often to avoid being taxed…
