Arena Football League allowed one player to be in forward motion as the ball was snapped. That wouldn’t solve all the problems, but it would eliminate many man in motion penalties. Also, it was very entertaining.
Why throw a flag anymore? They can hit players and cause injuries. Just give the refs a button that turns all the big screens in the stadium yellow.
They tried something like that in the championship game of Rollerball (1975).
I pretty much stop watching after the refs start controlling the game. At some point Goodell will realize it is starting to cost the league $.

And when would the league put in a penalty against the ref for hitting a player with the “flag”? That could be a career-, if not a life-, ender
Why not just do away with most rules? Just let them play.
One NFL ref threw a flag that blinded Orlando Brown in 1999.
Then there is the kickoff formation. Looks like something middle schoolers should do.
