To “list” is a verb that means (in addition to the normal ways we would use it) to lean over to one side. Its Nautical speak, originally, talking about ships leaning to one side, usually for internal reasons (like unbalanced cargo) rather than external (like a hurricane.) So we would expect them to continue to lean to the same side, sort of like the lizards in the picture.
But hey, language is adaptive, there’s no reason you can’t use the word in non-nautical contexts, its just not very common!
