Wouldn’t those be considered practice swings? There was a player for the St. Louis Cardinals who used to try to do 3 of those in between each pitch.

As a lot of commenters have pointed out, the faking of throwing the ball is strictly used by infielders as a way to get runners out. If a pitcher does it to a batter, it’s a balk. However, if done without runners on any bases, there’s no penalty.
Every Labrador I have known was too smart to fall for this trick.
