Busch Gardens in Williamsburg, VA has lots of bald eagles that cannot ever fly again or by released back into the wild due to injury. It is a great place to see them and learn about them up close without doing harm to them or yourself. They are beautiful creatures, but they are predators too.

When I was in Alaska I saw a bunch of Bald Eagles that had been injured and rehabed and they were usually kept on a tether for their own protection.
