I do slow down coming to the top of the hill, especially on winding roads, because I can’t see what’s coming over the other side, and experience has taught me that some idiot is likely to be flying over the hill from the other side, and that those idiots often have little regard for which side of the road they’re driving on. If I can’t see who’s coming, I slow down.
You slow down at the top of the hill because commuters know that the highway patrol’s favorite spot to set a speed-trap is just on the other side of it, hidden from view by the hill – until it’s too late ;-).
In Northern Virginia there is West Ox Road. Sometimes I would help a couple at church by driving their kids around to and from wherever. The vehicle was a Ford LTD Station Wagon. There was one hill that I could not see down until after I had started down. There was a side street at the bottom and I always prayed that no one had stopped to make the turn.

What I hate are the people who slow to almost a complete stop to enter the turn lane.

It could just be those underpowered little gas savers don’t have the power to maintain their speed going up a steep incline.

Always smart to be cautious coming to a two lane blind crest. Even a four lane can be adventurous, specially in winter.
