I live on 5 acres, this is one thing I don’t have to do. I stand on the porch (and dry) and they do out and do their thing. Of course the labby mix will walk around in the rain and enjoy it for a while. The shiba is not thrilled about the water and have no idea how the puppy is yet.
Snow, same thing. Unless I want to video – then I will dress for the weather and walk a bit with them and video the antics. That is kinda fun :D
Whenever I see someone walking a dog in the rain or snow, I bend over the dog and say, “You know if you’d learn to use the litter box, s/he wouldn’t be out in this weather.” It usually gets a laugh.
My dog potty area has astro turf, for easy clean up. But when it rains they hate walking on it, so do their business on the concrete porch. If I let them out to any other area, grass or mud, it’s no problem!
It never fails that a dog that will refuse to go out in the back yard in the rain to go potty will immediately want to go for a walk in the same rain if asked do you want to go for a walk?

Taking an umbrella would help. They even have leashes with them today for the doggies.
