Interesting, Envy can use something to amplify his control of individual people. So even if they aren’t envious (they aren’t talking in green) he can control them. The performers on stage were probably not envious, being worked to exhaustion.
At least Voss is actually making himself useful. I’m surprised Envy can’t sense Voss nearby, since Voss can sense Envy. But I’m betting Envy is having too much fun (and is way too full of himself) to even notice that Voss is still around.

I would not assume an aspect had a gender, unless it suited their purpose to have one.
