I guess Medusa has to do an extra-special “thing” along with the snakes in order to turn people to stone,because everyone who looks at her does NOT instantly turn to stone.

Yes, this is a controlled / modern well trained version of Medusa. Not only can she control the whammy she can unwhammy.
