The USPS has a feature called “informed delivery”. Since all envelopes are now scanned, you can see images of the mail pieces you should get each day and report if they were not received. The service is free.

In my recent experience, that letter was probably sent about a year ago. The USPS has gotten terrible about misdelivering and misplacing mail.
