it is the heat miser, who is a character from the Rankin/Bass 1974 children’s television special The Year Without a Santa Claus. Heat Miser is a blustery, quick-tempered brother to Snow Miser.

There were NO misers (heat or cold) in the original children’s book that the TV show was based on. Talk about improving the book!
I love it! Toooooooooooooooo funny – and Heat Miser and Cold Miser are my faves! Good show!
