Burn scars? Possibly. It depends on the type of tar used. (Some commercial sealing-grade tars are formulated to melt at lower temperatures than asphalt-grade tar.)
Feathers stuck onto a person for life? Doubtful. Tar can be removed by turpentine or mineral spirits. (The process is painful, but it can be done.) The feathers will come off with the tar.
