As fun as it is to claim the administration is any more or less determined to crack down that the prior, technology itself is widely to blame, it is far easier to leak courtesy of being able to circumvent media which may not wish to be involved, at the same time it is easier to trace electronic documents than it is to try and find who took paper documents.
The war on whistle blowers has been omnipresent throughout US history. Cold war mentality and such made embarrassments considered a crime. the result was both the USA and Russia managed to undermine their postwar cultural significance to the point most of the world considers both powers belligerent
