The shooter fires at the first person he sees, killing that person but alerting those around him. Those with guns now draw their weapons and try to determine who fired. Perhaps the first one can engage the gunman, and fires, but does so while running cover, adding another six or seven bullets into the air, which ricochet and perhaps strike another 2 to 3 bystanders. anyone else who enters at that point has a 50/50 chance of identifying which shooter is the original gunman, but fire at whoever they see firing a weapon, who may in turn defend themselves from the new shooter. This continues until someone can stop it or everyone runs out of ammo. You now go from 12 to 20 rounds being fired to well over a hundred potentially (which is not uncommon if you read a police report about a shooting involving trained officers). The death toll rises considerably as well. Remember. a shooter will immediately turn his attention towards anyone he sees as a threat, so you’re open carry gun owner becomes the first target, and a concealed carry owner becomes a target as soon as their gun is drawn. The original shooter has all advantages because they are seeing everything and are not startled by the shooting. And the more bullets fired from wither side means more potential victims, not less.A situation like I described happens all the time among trained shooters – it’s called friendly fire situations, where stress of being under fire causes the people who are armed to fire towards any perceived threat, even if they are their own unit. I doubt armed civilians (or military personnel on base, which is why only the MP’s carry weapons) would fare any better.
