The key word is UNIVERSAL gravitation. It had always been assumed that the heavens were governed by different laws then the earth. It was a major mental block for people and Newton may have been the first to realize it just by seeing a apple fall while trying to work out the motions of astronomical bodies.

Yes, from observation Newton proposed “gravity”, the asymptotically increasing repulsive force between tree branches and overripe apples.
