You’re right! He did mention Lila in the first panel! Good spot!

On re-reading it, therefore, that makes Charlie Brown’s comment quite different in meaning— he’s telling Snoopy that he assumed too much and made a mistake in calling out Lila’s name! As opposed to our thinking Charlie was simply pointing out someone who didn’t Valentine him and trying to rub it in!

The story is, in reality, Charlie Brown got more valentines than pretty much anybody else on the planet – because kids sent them to him through their newspapers after seeing strips like these. There’s a similar story about kids sending him Halloween candy.
